Civil Authorities Are For Good Works

“다스리는 자들은 선한 일을 [하는 사람]에게는 두려움이 되지 아니하고 악한 일을 [하는 사람]에 대해서만 됨이니, 네가 권세자를 두려워하지 아니하기를 원하느냐? 옳은 일을 행하라. 그러면 그에게서 칭찬과 인정을 받으리라.”(롬 13:3, AMPC)

하나님의 말씀은 다스리는 자들이 하나님으로부터 세워졌으므로 우리가 그들에게 순종해야 한다고 가르칩니다(롬 13:1). 그래서 우리는 왕, 총리, 대통령, 주지사, 혹은 시장 등 권세자들에게 순종합니다. 그러나 우리는 오직 하나님의 말씀의 문맥 안에서 그들에게 순종합니다.

베드로전서 2:13-15은 이렇게 말합니다. “인간의 모든 제도를 주를 위하여 순종하되 혹은 위에 있는 왕이나 혹은 그가 악행하는 자를 징벌하고 선행하는 자를 포상하기 위하여 보낸 총독에게 하라 곧 선행으로 어리석은 사람들의 무식한 말을 막으시는 것이라.” 베드로는 성령으로 말미암아 이 법령들이 악행하는 자를 징벌하고 선행하는 자를 포상하기 위해 세워졌다는 것을 보여줍니다.

그러나 우리는 일부 정부 지도자들이 말씀이 말하는 것과 정반대로 행하는 세상에 살고 있습니다. 그렇기 때문에 “옳고 그름”의 정의를 정부에게 맡기면 문제가 발생할 수 있습니다. 옳고 그름을 결정하는 것은 하나님의 말씀입니다.

하나님의 영은 사도 바울을 통해 로마서 13:1-4에서 모든 사람에게 국가의 권위에 순종하라고 권면합니다. 하나님의 허락 없이는 어떤 권위도 존재할 수 없기 때문입니다.

그러나 그분은 거기서 멈추지 않으시고 더 나아가 국가의 책임에 대해 말씀하십니다. “다스리는 자들은 선한 일에 대하여 두려움이 되지 않고 악한 일에 대하여 되나니 네가 권세를 두려워하지 아니하려느냐 선을 행하라 그리하면 그에게 칭찬을 받으리라 그는 하나님의 사역자가 되어 네게 선을 베푸는 자니라 그러나 네가 악을 행하거든 두려워하라 그가 공연히 칼을 가지지 아니하였으니 곧 하나님의 사역자가 되어 악을 행하는 자에게 진노하심을 따라 보응하는 자니라”(롬 13:3-4).

당신은 “그렇다면 지도자가 하는 일이 무엇이든 간에 하나님으로부터 왔다는 말입니까?”라고 질문할 수 있습니다. 절대 아닙니다! 당신은 반드시 문맥 안에서 바르게 이해해야 합니다. 그렇지 않는다면 스탈린, 무솔리니, 아돌프 히틀러 같은 자들에 대해서는 어떻게 이해하겠습니까? 그들의 행동은 악했습니다. 그러므로 우리는 모든 지도자들이 주님을 기쁘게 하는 것은 아니라는 점을 알아야 합니다.

다스리는 자들은 공의를 추구해야 합니다. 그들은 악한 일이 아니라 선한 일을 위해 있는 것이기 때문입니다. 잠언 29:2, 4은 말합니다. “[타협하지 않는] 의인이 권세를 잡으면 백성이 즐거워하나, 악인이 지배하면 백성이 탄식하느니라… 왕은 공의로 그 땅을 굳게 세우나, 뇌물들을 받는 자는 그 땅을 무너지게 하느니라”(AMPC).

기도

사랑하는 아버지, 나는 당신이 권세의 자리에 두신 자들이 인권, 존엄성, 평안, 공정, 정의, 우리 주 예수 그리스도의 복음을 전파하기 좋은 분위기를 추구하기를 기도합니다. 아멘.

CIVIL AUTHORITIES ARE FOR GOOD WORKS

For civil authorities are not a terror to [people of] good conduct, but to [those of] bad behavior. Would you have no dread of him who is in authority? Then do what is right and you will receive his approval and commendation (Romans 13:3 AMPC).

God’s Word teaches that we obey civil authorities because they’re established by God (Romans 13:2). So, whether it’s the king, the prime minister, the president, the governor or mayor, etc., we’re to obey them, but only in the context of God’s Word.

1 Peter 2:13-15 says, “Submit yourselves to every ordinance of man for the Lord’s sake: whether it be to the king, as supreme; Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well.

For so is the will of God, that with well doing ye may put to silence the ignorance of foolish men.” Peter, by the Spirit, shows us that these ordinances were set up for the punishment of evildoers, and for the praise of them that do well.

However, we’re in a world where some government leaders do the exact opposite of what the Word says.

That’s why it can become a problem if you leave the definition of “right” or “wrong” to the government. The Word of God is what determines right and wrong. In Romans 13:1-4, the Spirit of God, through the Apostle Paul, admonishes everyone to obey state authorities, because no authority exists without God’s permission. But He didn’t stop there; He went further to spell the responsibilities of the state: “For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil” (Romans 13:3-4).

You may then ask, “Doesn’t it follow that whatever a leader does, therefore, is from God?” Absolutely not!

You have to apply the right contextual understanding;

otherwise, where would you place the likes of Stalin, Mussolini, and Adolf Hitler? Their actions were ungodly. So we understand that not all leaders please the Lord.

Civil authorities are to promote a righteous cause; they’re for good works not evil. Proverbs 29:2 & 4 (AMPC) says, “When the [uncompromisingly] righteous are in authority, the people rejoice; but when the wicked man rules, the people groan and sigh…The king by justice establishes the land, but he who exacts gifts and tribute overthrows it.”

PRAYER

Dear Father, I pray for those you’ve placed in positions of authority, that they’ll promote human rights and dignity, peace, fairness, righteousness, and a conducive atmosphere for the preaching of the Gospel of our Lord Jesus Christ. Amen.
